In each of those articles, Jaramillo said the success of “total quality” and the recovery of Kuwait would depend on management based entirely on the application of MBS.

Several events in 1992-1995 had an important bearing on the MBS model:

  1. All Colombian MBS instruction was transferred to the City of Medellín and included in a certificate course, as part of a program called “Strategic Management for the City of Medellín”. In all, 2,850 public officials were trained during an 18-month period.

  2. Managing for the Future, a book by P.F. Drucker published originally in the United States (1992), was translated by Editorial Norma and published in Colombia (1993) under the title Gerencia para el Futuro. 

  3. In an academic discussion published in the prestigious journal HBR, members of the business community expressed their concern about the “managerial” shortcomings of graduates from prestigious American MBA programs (Masters in Business and Administration). See the September-October and November-December 1992 editions of HBR. 

  4. HBR reprinted an article by General William G. Pagonis on his experience in the Persian Gulf as the head of Support Command No. 22, which provided the backing required for each phase of the war. 

  5. Jaramillo wrote two papers, one in English entitled “MBS vs. MBA,” which he submitted to HBR as a contribution to the debate on the American MBA program, and another entitled “Reingeniería, gerencia profesional en acción” (Re-engineering: Professional Management in Action), written in response to Champy & Hammer’s prescription for re-engineering. 

  6. An inter-university network of prestigious schools in Medellín and Bogotá analyzed the Colombian MBS and invited an American expert to examine the program in Medellín, which is called “Strategic Municipal Management”. Dr. Robert Krim of the Boston Consortium Group based in Boston, Massachussets issued a surprising opinion on the program:

  7. “Mr Guillermo Jaramillo, Director of the City Government’s Strategic Management Office, has over 3 years developed one of finest, deepest training programs for city managers in the Western Hemisphere...” (Krim/Medellin Mission UNDP/Report/7/18/94)
